Is LBTT working for Scotland?

The recent article in the Herald suggests not.

We came across this article in the Herald recently commenting that the changes made to Stamp Duty in Scotland (Land & Buildings Transaction Tax).

Rather than raising more funds to use on public services has resulted in a £100 million black hole in Scotland’s public finances

And why is this?

Because whilst it has reduced the relatively small tax payable at the lower end of the property market, the huge increases in tax now imposed on the more expensive properties has resulted in fewer of those properties selling.
